An NABC records that a birth entry was not found in the specified authority’s records for the details and search period covered. It is not a birth certificate, does not itself prove the date or place of birth, and does not establish that no record exists in any other registry. Its use and any accompanying evidence depend on the receiving authority.
Existing-record retrieval, correction, NABC and delayed registration are distinct procedures. We assess which applies before providing a quotation. An NABC is not a mandatory first step in every delayed-registration case.
An NABC may support a specific application when the receiving institution requests evidence of an unsuccessful record search. It is not a universal substitute for a birth certificate.
For an immigration or residence application, check the receiving authority’s requirements for unavailable birth records, secondary evidence, translation and authentication. Acceptance of an NABC is not automatic.
For an OCI-related application, follow the current checklist of the relevant Indian Mission/Post for the applicant’s category. Do not assume an NABC replaces the required evidence of birth or relationship.
In inheritance, property or succession matters, the relevant authority or legal professional must confirm the evidence required. An NABC alone does not establish inheritance rights or family relationships.
A financial institution decides which identity and relationship evidence it accepts. Obtain written confirmation of its requirements; an NABC is not a standard substitute for all KYC documents.

A birth certificate records a registered birth. An NABC records the result of a specified unsuccessful search. They have different purposes. The receiving authority decides whether an NABC and secondary evidence meet its requirements; confirm the exact checklist before proceeding.
If you believe a birth was registered, start by checking the correct jurisdiction and searching for the existing entry. If no entry is located, the authority’s search requirements, an NABC and possible delayed registration are assessed separately. A missing copy does not by itself prove non-registration. Delayed registration is separate from copy retrieval or NABC. As of 23 September 2026, the 2023 framework for delays exceeding one year uses the District Magistrate, Sub-Divisional Magistrate or an Executive Magistrate authorized by the District Magistrate.
From 1 October 2026, the 2026 amendment distinguishes delays exceeding one year but within two years (the specified District/Sub-Divisional/authorized Executive Magistrate route) from delays exceeding two years (an order of a Judicial Magistrate of the first class). Verification, prescribed fees and local implementation apply. Confirm the route for the actual application date and any transitional treatment before accepting the case.

This policy applies to every service, in addition to its unchanged Base Service Fee, where an SDM or court-issued route, hearing, interview, personal or professional appearance, complex multi-authority coordination or work beyond the agreed Standard Scope is required. The case-specific additional fee is quoted and agreed before the additional work begins. Government, court, filing, travel, courier and other third-party expenses remain separate Actual Costs.
