An Indian Police Clearance Certificate can be genuine and still be the wrong document for a particular visa application. For a Spain work visa, check the receiving Spanish consulate’s instructions before choosing between a Regional Passport Office (RPO) PCC and a certificate issued through an Indian mission abroad.

Who this guide is for

This guide is for Indian citizens, NRIs and Indian-origin applicants preparing a Spanish employment visa, especially those already living outside India. If you have acquired foreign citizenship, your eligibility for the Indian-passport PCC route needs separate review.

What the Spanish instructions actually say

The Spanish Consulate General in Mumbai employee-visa checklist specifically calls for an Indian PCC issued by the Regional Passport Office, with an MEA apostille and an official Spanish translation. It also refers to criminal-record certificates from countries of residence during the preceding five years and a six-month document validity period.

Those are the published instructions for that consular route. They should not be treated as a universal rule for every Spanish visa category or every overseas consulate. Applicants filing in Japan, the UK, Canada or another country should obtain the checklist for the Spanish post responsible for their lawful residence. Ask that post whether it accepts an Indian consular PCC for the particular application.

RPO PCC and consular PCC: the practical difference

RPO / Passport Seva route in India

The Indian-passport route uses Passport Seva and the competent passport authority. An online application does not by itself complete the process: the official application instructions include an appointment and presentation of original documents. Police verification or further checks may be necessary. A local coordinator cannot promise to replace personal attendance.

Indian mission route abroad

An Indian Embassy, Consulate or High Commission may provide PCC services within its jurisdiction. Submission methods, nationality categories, police-verification requirements and the certificate’s coverage depend on that mission. For example, the High Commission in Kuala Lumpur publishes separate requirements for Indian and foreign nationals. Availability of a consular service does not establish acceptance by Spain.

Before you apply: five questions to resolve

  1. Which Spanish consulate and visa category will receive your application?
  2. Which countries and residence periods must the police evidence cover?
  3. Does the checklist expressly require an RPO-issued Indian PCC?
  4. What issue-date, authentication and Spanish-translation conditions apply?
  5. Can your chosen Indian authority process the application from your present location and nationality status?

If instructions are unclear, keep the receiving consulate’s written clarification with your case records. Do not rely solely on an employer’s informal assurance.

Documents and address issues

Prepare your current passport, residence evidence, the visa purpose and destination, Indian address history and any existing PCC. The issuing authority may request its application form, photographs, additional address evidence or police particulars. This is a preparation list, not a substitute for the route-specific checklist. If the address printed in your passport is no longer accessible, explain the actual situation before filing; see our old Indian address PCC guide.

Apostille, translation and timing

Check authentication and translation as separate steps. An apostille cannot convert a certificate from an unaccepted issuer into an accepted RPO document. Plan backwards from the submission date, allowing for appointment availability, police checks, document issue, authentication, translation and courier transit. There is no reliable all-India completion promise for this sequence.

Where a representative is permitted, the authority may specify an authorisation or POA. Such a document does not waive an applicant’s personal obligations. A feasibility review should establish the workable route before a service agreement is signed.

Common mistakes

The main risks are ordering a consular PCC before checking the Spanish checklist, using an old address without explanation, assuming one country’s police certificate covers residence in another, and paying for an apostille before checking issuer acceptance. A work contract alone does not settle these requirements.

Frequently asked questions

Is a consular PCC automatically invalid for Spain?

No blanket conclusion should be drawn. The receiving post and visa category determine the requirement; Mumbai’s employee-visa checklist specifically names the RPO route.
